National student fee

In Romania students on state-subsidised places don't pay tuition. Students on places that are not subsidised by the state pay tuition fees, which each higher education institution sets and must publish. Once announced, the fee stays the same for the normal length of the cycle and can only be adjusted for inflation, at most once per student year group. Differences by field of study and programme type apply only in the second cycle.

Students who take longer than the normal study period and international students pay higher fees, and for international students the fee depends on the programme. Institutions may also charge registration fees, which the university senate can waive or reduce for some groups of candidates. Children of active or retired education staff, students from disadvantaged groups, students who have lost one or both parents and children of single parents are exempt from tuition, graduation and admission registration fees. Eurydice has no data on fee amounts for 2023/24.

Student grants

Public universities can award merit-based grants, for example excellence, high-performance, study, teaching master's and dual-education scholarships, as well as need-based grants and special support. Need-based grants are meant to cover minimum living costs and help disadvantaged students stay in education, and they can be combined with merit-based grants. There are no universal grants. You can receive a grant until you turn 26, and each institution publishes its own criteria and application rules.

In 2023/24 need-based grants ranged from EUR 101 to EUR 212 (most common EUR 121) and merit-based grants from EUR 112 to EUR 303 (most common EUR 202).

Loans

There are no publicly subsidised student loans.
