Good news if you are thinking about Montenegro: studying there is free. No category of students pays fees, and this applies to home and international students alike, in both Bachelor's and Master's programmes. Eurydice data for 2023/24 shows fees of EUR 0 in both cycles.

Because there are no fees, there are also no waivers, reductions or differences in fees between fields of study or programmes. Montenegro does not offer short-cycle programmes or part-time study, so the system is simple: full-time students study without paying fees.
